SMT - Competitive Bidding, Contract Preparation & Contract Management

Completion of this workshop grants credits towards both the SMT Diploma as well as the SCMP designation program.


Workshop Preparation:
 

Candidates should complete the required readings and prepare answers to the identified discussion questions prior to attending the workshop. 

The workshop sessions will include group discussions of the material.

Final Project: 

Candidates will submit a final project, worth 80 per cent of the mark for the workshop. The details of the written report are in Session 5 of this manual.

Candidates must attend the workshop and participate in all workshop activities prior to submitting the  final project as part of their overall participation mark of 20 per cent. 


Workshop Goals: 

Upon completion of this workshop candidates should be able to:

  1. Understand competitive bidding activities and best practices
  2. Read/write competitive bidding documents (RFQ and RFP)
  3. Understand the foundations and implications of Canadian competitive bidding law
  4. Understand the implications of Canadian inter?provincial and international trade agreements for  competitive bidding activities in the public sector
  5. Understand the implications of the United Nations Convention on Contracts for the International Sale of Goods (CISG) on contracting activities in Canada 
  6. Understand how contracts are formed, and how to form contracts in a manner that avoids  introducing uncertainty into their formation and later operation 
  7. Understand the component parts of processes for contract administration and management
