Description: 

Through small group work and class discussion, attendees will explore how procurement decisions and unforeseen events can put an owner in a difficult position of deciding between equally risky options.  Focusing mostly on the solicitation process, the workshop will explore how these situations can occur and will delve into what the Canadian Courts decided in similar cases.  Attendees will come away with appreciating the nuances of procurement decisions, and with new ideas for proactively avoiding getting into these situations themselves.

Topics covered include:

  • Relying on professional consultants’ procurement advice
  • Shifting dates when “time is of the essence”
  • Bias when an incumbent contractor bids
  • Tempting out-of-scope offers
  • Impacts of intellectual property rights

Instructor bio:

Liz Busch has more than 23 years experience in Canadian public sector procurement, most of which as an employee of the Province of British Columbia.  She left government to start her own consulting practice in 2019, where she now assists both public sector entities and vendors with their procurement projects and training needs.

Liz has considerable experience in managing Canadian procurement solicitations and has been a major participant in many innovative procurement changes within the Province of BC, including the Procurement Community of Practice and the Procurement Concierge Program
